PRESS STATEMENT
23 February 2026
The Majlis Perundingan Pertubuhan Islam Malaysia (MAPIM) issues a strong statement that what is unfolding in Lebanon today represents another dimension of Israel’s continuing campaign of violence across the region.
The suffering of the Lebanese people is often overshadowed by other conflicts, yet attacks, civilian casualties, destruction of infrastructure and daily fear continue to trap communities in a cycle of insecurity.
Key Facts to Date
Heavy casualties since 7 October 2023
Lebanon’s Health Ministry previously reported that Israeli attacks had killed 4,047 people and injured 16,638 since 7 October 2023, with the figures announced on 4 December 2024.
The 2024 ceasefire did not stop the killings
Despite a ceasefire initiative brokered by the United States in 2024, attacks continued. Reports indicated that approximately 400 additional deaths occurred after the ceasefire according to Lebanese security sources.
Significant escalation in January 2026
Humanitarian organizations reported at least 50 Israeli airstrikes in Lebanon during January 2026 alone, the highest monthly level since the ceasefire.
Ongoing violations of UN Security Council Resolution 1701
United Nations peacekeeping authorities have repeatedly stated that Israeli airspace violations constitute breaches of Resolution 1701 and endanger civilians and peacekeepers.
Recent strikes continue to claim lives
In recent days, Israeli airstrikes have killed at least 10 to 12 people and injured dozens more, including children, according to field reports.
The conclusion is clear : the declared ceasefire has not functioned as civilian protection. It has become a political term, while bombs and missiles continue to fall.
United States Complicity: Weapons, Political Cover and Impunity
MAPIM stresses that the United States cannot be separated from the reality of continued violence, including in Lebanon, due to several factors:
●Massive flow of weapons and military support to Israel
●The US administration approved approximately USD 7.4 billion in arms sales in February 2025, including munitions and related equipment.
●Additional proposed arms sales worth around USD 6.4 billion were reported later in 2025.
Extremely high cumulative military support since October 2023
Research estimates indicate that the United States has provided at least USD 21.7 billion in military assistance to Israel since the start of the war on 7 October 2023, alongside future arms commitments.
When weapons continue to flow and diplomatic protection continues to be extended, ceasefire declarations on the ground lose meaning.
Why the Ceasefire Is Meaningless
●Airstrikes and military operations continue with civilian casualties.
●Violations of Lebanese airspace and Resolution 1701 remain frequent.
●Escalation trends in early 2026 indicate intensification rather than de escalation.
MAPIM Calls for Immediate Action
MAPIM urges the international community to take decisive steps:
- The United Nations must enforce Resolution 1701 and stop cross border violations with effective monitoring mechanisms.
- An independent international investigation must be conducted into attacks affecting civilians, refugee areas and public infrastructure.
- Arms transfers that contribute to impunity must be halted, with supplier states facing parliamentary and public scrutiny.
- The Organisation of Islamic Cooperation (OIC) and the Arab League must move toward coordinated diplomatic and economic measures, not merely statements.
The world must not turn away. Lebanon’s suffering is not a secondary issue. It is a warning that violence spreads when impunity is allowed to prevail.
Lebanon today demonstrates that when international law is not enforced, violations become routine, civilian deaths become statistics and ceasefires become slogans.
