THESE CANNOT BE JUST NUMBERS
Only the Deployment of a UN Protection Force Can Deter Further Catastrophe
The Malaysian Consultative Council of Islamic Organizations (MAPIM) declares that the scale of documented violations in the Palestinian territories has crossed the threshold of tolerable international inaction.
These cannot be treated as statistics. They represent a systematic pattern of violence, displacement and destruction that demands urgent international intervention.
The Numbers Reveal a Pattern, Not Isolated Incidents
Since October 7, 2023:
167,818 documented violations in the West Bank
1,145 killed
9,139 injured
26,232 arrests
8,982 demolitions
7,435 settler attacks
34,797 military incursions
1,438 violations against religious sites
In Gaza:
72,045 killed
171,686 injured
Thousands still under rubble
Repeated ceasefire violations documented
These figures are not battlefield fluctuations. They show systematic pressure on civilian life.
The displacement of more than 52,000 people in northern West Bank operations alone reflects a strategy that alters demographic and territorial realities.
Ceasefire Violations Show Absence of Deterrence
Even after ceasefire arrangements:
1,620 violations recorded
560 direct gunfire incidents
79 ground incursions
749 shelling incidents
591 additional deaths
A ceasefire without enforcement is not protection. It is a pause between assaults.
The absence of credible deterrence has enabled repetition.
The Legal Threshold Has Been Crossed
The International Court of Justice (ICJ) has already issued provisional measures requiring prevention of acts under the Genocide Convention.
The International Criminal Court (ICC) has issued arrest warrants related to alleged war crimes.
Yet violations continue.
This demonstrates a clear enforcement gap.
Why a UN Military Protection Force Is Necessary
MAPIM asserts that:
●Only the deployment of a United Nations protection force with a clear civilian protection mandate can serve as immediate deterrence.
Such a force must:
●Protect civilians in Gaza and the West Bank.
●Monitor and enforce ceasefire compliance.
●Prevent settler violence.
●Secure humanitarian corridors.
●Document and preserve evidence of violations.
Without physical international presence, violations continue with impunity.
Diplomatic statements alone have proven insufficient.
Precedents Exist
The United Nations has deployed peacekeeping and protection missions in:
Bosnia
Lebanon
East Timor
Sierra Leone
South Sudan
When civilian protection thresholds are crossed, international protection mechanisms are justified.
The Palestinian civilian population deserves the same protection standards afforded elsewhere.
The Moral and Political Test
If over 72,000 deaths do not trigger collective enforcement action, then the global system is structurally compromised.
The continued expansion of incursions, demolitions, displacement and settler attacks signals that deterrence has failed.
Silence strengthens impunity
MAPIM Demands
- Immediate UN Security Council resolution authorizing a civilian protection force.
- Activation of emergency General Assembly mechanisms if veto paralysis continues.
- Suspension of arms transfers pending compliance review.
- Enforcement of ICJ and ICC decisions.
- Establishment of international monitoring teams in Al-Aqsa and northern West Bank.
This is not escalation.
This is protection.
Conclusion
These cannot be just numbers. They represent a systematic unraveling of civilian life.
When law fails to deter, presence must.
The world must act collectively and decisively.
History will record whether the international community chose protection or paralysis.
