PRESS STATEMENT
GAZA AND PALESTINIANS NEED MILITARY PROTECTION – CEASEFIRE MEANS NOTHING WITHOUT SECURITY GUARANTEE
Date: 3rd November 2025 | Kuala Lumpur
The Malaysian Consultative Council of Islamic Organizations (MAPIM) asserts in the strongest possible terms that the Palestinian people urgently need international military protection, not merely humanitarian aid or diplomatic statements. After a year of genocide, Israel has shown absolute contempt for all international laws and agreements. A so-called ceasefire is meaningless if Israel continues to occupy, bomb, and starve Palestinians with impunity.
MAPIM stresses that under the UN Charter and the Responsibility to Protect (R2P) doctrine, the international community has both a moral and legal duty to intervene militarily to stop crimes against humanity. Gaza today is not a post-war zone – it is still a war zone. Israeli forces continue airstrikes, assassinations, and incursions under the cover of “security operations”, killing civilians daily.
- A CEASEFIRE WITHOUT PROTECTION IS A DEATH TRAP
MAPIM reminds world powers and the United Nations that previous ceasefires collapsed because there was no peace-keeping or protective force to restrain Israeli aggression. Every ceasefire became an opportunity for Israel to rearm, reconsolidate its occupation, and prepare the next wave of attacks.
Without international peace enforcement troops, civilians will remain defenceless targets. The world’s silence has already cost over 180,000 lives and displaced two million people in Gaza and the West Bank.
- A JOINT ISLAMIC PEACE-KEEPING FORCE IS URGENTLY NEEDED
MAPIM calls upon the Organization of Islamic Cooperation (OIC) and all Muslim-majority nations to form a joint peace-keeping force mandated to protect Gaza’s borders, humanitarian corridors, and reconstruction zones. This force should:
● Enforce the ceasefire and prevent Israeli incursions
● Escort humanitarian convoys and protect aid workers
● Secure the entry of construction materials and medical supplies
● Deter illegal Israeli settlements and land seizures
MAPIM urges Malaysia, Türkiye, Indonesia, Pakistan, and Qatar to lead this initiative through the OIC and the UN General Assembly. The time for endless resolutions is over – there must be deterrence on the ground.
- INTERNATIONAL LAW DEMANDS ACTION, NOT SYMPATHY
Israel’s systematic bombing of civilians, hospitals, and aid convoys is a violation of the Geneva Conventions, the Rome Statute of the ICC, and numerous UN resolutions. These are not just humanitarian tragedies – they are war crimes and acts of genocide.
The continued inaction of the United Nations Security Council demonstrates a paralysis of conscience and a failure of justice. If global institutions cannot act, coalitions of willing states must rise to fill the vacuum.
- MAPIM’S POSITION
MAPIM firmly declares that:
- The ceasefire must be accompanied by the deployment of an international or regional peace-keeping force under UN or OIC mandate.
- Humanitarian aid alone is insufficient without protection from Israeli military aggression.
- The blockade of Gaza must be fully lifted, and all border crossings must be secured by neutral forces.
- The ICC and ICJ must expedite prosecutions against Israeli leaders for genocide and war crimes.
- Muslim nations must use collective defence mechanisms and economic sanctions to pressure Israel and its enablers.
- TIME TO ACT – NOT TO APPEAL
MAPIM reiterates that moral outrage without political courage will not save Palestinian lives. The world has witnessed massacres long enough. What Gaza needs now is not sympathy, but security. What the Palestinians deserve is not another resolution, but real protection.
It is time for nations to choose: either stand with the victims or be complicit with the aggressors.

Malaysian Consultative Council of Islamic Organizations (MAPIM)
