On the ASEAN Kuala Lumpur Declaration 2025
“ Towards a Just, Humane, and People-Centered ASEAN
The Malaysian Consultative Council of Islamic Organization (MAPIM) issues this statement in response to the adoption of the ASEAN Kuala Lumpur Declaration 2025, which outlines the region’s collective vision for sustainable development, peace, and socio-economic resilience.
MAPIM acknowledges the significance of this Declaration as a milestone in regional diplomacy and strategic cooperation. However, we urge a critical appraisal and a commitment to translating its spirit into tangible action, especially in upholding human dignity, justice, and the rights of the oppressed across ASEAN.
- Reaffirming the Rights of the Oppressed
While the Declaration highlights inclusive development and the protection of fundamental freedoms, MAPIM is deeply concerned about the ongoing human rights violations in various ASEAN states, particularly the unresolved plight of the Rohingya people in Myanmar, the suppression of Muslim minorities, and political repression in several member countries. We call upon ASEAN leaders to take a firm, united stance on humanitarian crises rather than hiding behind the principle of non-interference. - Promoting People-Centered Development
MAPIM strongly supports the declaration’s focus on people-centered progress. However, we emphasize that economic growth must be coupled with equitable distribution, environmental stewardship, and the empowerment of grassroots communities. We call for the establishment of a Regional People’s Assembly to ensure civil society, labor unions, youth, women, and marginalized voices are part of policymaking. - Ensuring Peace with Justice
MAPIM reiterates that true peace cannot exist without justice. ASEAN must not only commit to peaceful resolutions but must also address the root causes of conflicts — from resource exploitation and ethno-religious marginalization to authoritarian governance. We call for ASEAN to play a proactive role in supporting the self-determination of peoples, including those in Southern Thailand, Mindanao, and the wider Global South. - ASEAN’s Global Responsibility
As a bloc, ASEAN must not remain silent on global injustices. The KL Declaration must include moral positioning against apartheid, colonization, and aggression, including the Zionist occupation of Palestine. We urge ASEAN to assert its geopolitical voice in support of international law, human rights, and a multipolar world order based on equity and respect. - The Role of Faith and Values in ASEAN’s Future
MAPIM calls for the inclusion of spiritual, moral, and ethical dimensions in ASEAN’s development trajectory. The wisdom and values of the region’s religious and cultural traditions should guide its path toward unity, compassion, and justice. Conclusion
The ASEAN KL Declaration 2025 presents an opportunity. But its effectiveness lies not in its words, but in action. MAPIM stands ready to engage with ASEAN bodies, governments, and civil society to realize a Southeast Asia that is just, free, and founded upon the dignity of all its peoples.
