MANAR – MAPIM WILL MOBILIZE WORLD MOSQUES TO PROTECT THE SANCTITY OF AL-AQSA
Response to U.S. Lawmakers’ Resolution to Hand Al-Aqsa Mosque to Israel
Date: 3 November 2025 | Kuala Lumpur
The Malaysian Consultative Council of Islamic Organizations (MAPIM), through its global platform MANAR – Alliance of World Mosques in Defence of Al-Aqsa, condemns in the strongest terms the outrageous and provocative initiative by U.S. lawmakers to introduce a resolution “affirming Israeli sovereignty” over the Al-Aqsa Mosque compound in occupied Jerusalem.
This proposal, reportedly led by Claudia Tenney and Clay Higgins and backed by Zionist lobbies including the Zionist Organization of America and the Middle East Truth Foundation, represents an unprecedented violation of international law, religious sanctity, and the 1994 Wadi Araba Agreement, which recognized Jordan’s custodianship of Al-Aqsa.
- A Direct Assault on the Muslim World
The move is not a diplomatic issue — it is a religious provocation aimed at the heart of two billion Muslims. Al-Aqsa Mosque is not a political site to be negotiated, divided, or claimed. It is the first Qiblah of Islam, a sacred trust for the entire Ummah, enshrined in Qur’anic revelation and protected by centuries of Muslim stewardship.
To declare “Israeli sovereignty” over Al-Aqsa is to declare war on the spiritual dignity of every Muslim. It crosses every red line of faith, history, and humanity.
- MANAR’s Global Mobilization
MAPIM announces that MANAR – the Alliance of World Mosques in Defence of Al-Aqsa – will immediately mobilize mosques worldwide to defend the sanctity of the holy site.
This includes:
●Friday sermons and prayer mobilization across Asia, Africa, and Europe condemning the U.S. proposal
●Global petitions and public declarations by mosque councils and Islamic institutions
●Interfaith appeals to prevent the politicization of holy places
●A joint emergency declaration by world mosque leaders calling for diplomatic, economic, and legal countermeasures
MANAR will engage with the OIC, Al-Azhar, World Council of Mosques, and Jerusalem Islamic Waqf to form a Unified Mosque Defence Front to safeguard Al-Aqsa’s status.
- A Violation of International Law and Sacred Custodianship
Any attempt to alter Al-Aqsa’s status violates:
UN Security Council Resolutions 242, 478, and 2334, which reject Israeli sovereignty over occupied Jerusalem
The Fourth Geneva Convention, which prohibits the annexation of occupied territory
The Wadi Araba Peace Agreement (1994), which explicitly affirms Jordan’s custodianship over Islamic and Christian holy sites
Such an attempt constitutes an act of religious aggression and a deliberate provocation that risks igniting global unrest.
- MAPIM’s Position
MAPIM and MANAR declare the following:
- Al-Aqsa Mosque and the entire Haram al-Sharif are inseparable from Palestinian sovereignty and Islamic heritage.
- No political entity has the right to redefine or reassign its status.
- The U.S. Congress resolution is an act of blasphemous interference and must be opposed by every Muslim-majority nation.
- Muslim countries must summon U.S. envoys to register formal protest and bring the issue to the UN General Assembly and ICJ.
- The Ummah’s unity must now translate into collective defence of Al-Aqsa — politically, diplomatically, and morally.
- A Call to Every Mosque
Every mosque is a fortress of faith, a house of peace, and a voice of truth. When Al-Aqsa is threatened, every minbar must rise.
The pulpit that remains silent is complicit.
The believer who stands idle betrays his covenant to defend the sacred.
The Ummah will not watch in silence while history’s most sacred trust is desecrated.
From Kuala Lumpur to Istanbul, from Jakarta to Rabat, from Makkah to Johannesburg — the mosques will rise for Al-Aqsa.
