IN THE SECOND PHASE OF THE CEASEFIRE IN GAZA – THE WORLD COMMUNITY MUST PREVENT ISRAEL’s CONTINUING BREACH OF CEASEFIRE

MAPIM views the announcement of the second phase of the ceasefire in Gaza with grave concern and deep scepticism, based on Israel’s documented record of systematic violations during the first phase and the continued absence of accountability, enforcement, and protection for civilians.
- A Ceasefire Without Accountability Is Not Peace
The first phase of the ceasefire was marked by persistent breaches, including killings, bombardments, forced displacement, obstruction of humanitarian aid, and collective punishment. Entering a second phase without addressing these violations effectively rewards impunity and normalises the erosion of international humanitarian law.
A ceasefire that allows violations to continue under political cover is not a step toward peace. It is a rebranding of aggression.
- Humanitarian Obligations Remain Unfulfilled
MAPIM notes that Israel has failed to meet its obligations under the humanitarian protocol, particularly in relation to
- unrestricted entry of food, medicine, fuel, and shelter materials
- restoration of water, electricity, and medical services
- protection of displaced civilians during winter conditions
The continuation of siege mechanisms during a declared ceasefire constitutes engineered starvation and humanitarian coercion, both of which are prohibited under international law.
- The Second Phase Risks Becoming a Political Shield for Continued Crimes
Without independent monitoring, enforcement mechanisms, and consequences for non-compliance, the second phase risks functioning as
- diplomatic cover for continued military actions
- a tool to manage outrage rather than stop violations
- a means to exhaust Gaza’s population under prolonged suffering
MAPIM stresses that phased ceasefires cannot substitute for genuine protection of civilians or the lifting of the siege.
- Responsibility of the United States and the International Community
MAPIM holds that the credibility of the second phase depends directly on the conduct of
- the sponsors and guarantors of the agreement
- the mediators
- the international community
In particular, the role of the United States remains central. Political protection that enables Israel to violate agreements without consequence makes any ceasefire structurally unsustainable.
- MAPIM’s Position and Demands
MAPIM reiterates that
- Gaza does not need temporary pauses, but an end to the siege
- civilians require protection, not rhetorical assurances
- ceasefires must be enforced, monitored, and accountable
MAPIM therefore calls for
- independent international monitoring of the ceasefire
- immediate and full humanitarian access
- protection of civilians in all areas of Gaza
- accountability for violations committed during all phases
- a clear pathway toward lifting the siege and ending collective punishment Conclusion
The second phase of the ceasefire will be judged not by announcements, but by facts on the ground.
If violations continue, civilians suffer, and the siege remains intact, then this phase will stand in history not as a step toward peace, but as another chapter of managed oppression.
MAPIM affirms that peace without justice is fragile, and ceasefire without accountability is deception.
